Meet the Director

Shelvin Chand is a highly experienced and internationally certified structural engineer and construction manager with over 15 years of hands-on leadership in complex infrastructure projects. He is the Founder and Principal Engineer of STEEL REINFORCEMENT CONCRETE ENGINEERING AND CONSTRUCTION SOLUTIONS (SRC-ECS), established in 2025 in Fiji.

Shelvin’s career spans several high-profile U.S. government construction projects across Africa, Europe, and the Pacific, including the U.S. embassies in Nigeria, Mozambique, Germany, and Niger, as well as large-scale civil works in Fiji such as the 36-Megawatt Kinoya Power Plant. He has held pivotal roles, including Work Package Manager, Project Engineer, and Quality Control Manager, consistently delivering results in reinforced concrete structures, foundation systems, and project execution under strict international standards.
